Chamber Estates Management can assist you with developing and renewing a Business Improvement District and we can offer the following services:

  • Feasibility study
  • Engagement of businesses and all associated parties
  • BID proposal
  • Obtaining the support of the local authority
  • Producing full financial costs of the BID
  • Ensuring that all legal implications are established
  • Finalising the timetable up to ballot and vote
  • Developing the service offer of the BID
  • Producing a business plan and all associated marketing materials
  • Managing the process up to vote
  • Forming a management board

A Business Improvement District (BID) is an ideal vehicle to achieve the wants and aspirations of businesses and partnerships / groups and we can determine whether a BID would be feasible and achievable in your area.

Chamber Estates Management can carry out a feasibility study and this is achieved through a detailed research in your BID area. We will provide you with recommendations, carry out a thorough consultation with businesses in your chosen BID area, data collect, be able to provide you with detailed information about businesses and potential stakeholders with the sole purpose of improving the footfall of the area
and its regeneration.

Feasibility study for a Business Improvement District

A feasibility study is the most crucial part of a BID process and it is essential for any partnership or group.
It will provide the general consensus on a BID and whether it is required, whether a BID would be embraced and whether it is achievable. The feasibility study will ascertain the level of support from businesses and determine whether a BID is viable.

We will:
  • Provide an in-depth statistical analysis
  • Carry out consultation with potential BID stakeholders
  • Visit every potential stakeholder and inform them of the benefits of a BID and the reality of being
    part of one
  • Meet your local authority which must be supportive of a BID for it to go ahead because it is a
    partnership between you and them

Chamber Estates Management provides self-help business groups, town centres, business parks and local authorities with real, practical advice, guidance, management and services.

If the feedback is sufficiently positive the next step is a BID consultation with businesses. This in-depth consultation takes place within the proposed BID area bringing together potential stakeholders and encouraging businesses to form a management board.

However, this approach is not always appropriate because there are some people who are not willing to participate but the co-ordinator role should always be tried first to give your area the opportunity to empower themselves.

A BID may not be the ideal solution because some businesses will not be supportive of the additional tax involved. However, we can cater for this and make alternative recommendations that may be more appropriate.

These can be business led and include:
  • Steering groups
  • Estate forums
  • Pub watch
  • Shop watch
  • Traders’ association
  • Business park management group
  • Advice to existing groups
